Retired executive states... Maryland Del. Karen S. Montgomery (D-Montgomery) revealed astonishing shortsightedness with her "do not mail" bill.  -

PEN Editors Note: In the above article retired USPS executive Terry Carter states "The Postal Service does not create advertising mail; businesses do." Generally Mr. Carter is mostly correct. However, USPS maintains address databases that are furnished to large businesses for their use in addressing what many postal customers refer to as junk mail - USPS calls it standard mail - we like to call it advertising mail. The USPS address database is largely maintained and updated through what is referred to as an Edit Sheet. Letter carriers across the nation are required to maintain and update these route edit sheets almost daily or as soon as needed. Without this address information mass mailers may not have access to your home address - meaning...your mailing address may not be in their database. Therefore, in a round about way Mr. Carter, USPS does create advertising mail - they may not actually print it, but they furnish the mailing address that gets the piece to ones home. -
